KOTA KINABALU, April 2 — The Malaysian Communications and Multimedia Commission (MCMC) today signed a Memorandum of Understanding (MoU) with the Kota Kinabalu City Hall (DBKK) to implement the Communication Infrastructure Permit Management (CIPM) system in the state capital.

MCMC, in a statement, said the MoU was signed by Kota Kinabalu Mayor Datuk Noorliza Awang Alip and MCMC Chief Operating Officer Datuk Mohd Ali Hanafiah Mohd Yunus, and witnessed by the Assistant Minister to the Chief Minister of Sabah and minister in charge of DBKK, Datuk Abidin Madingkir.

Also present were Sabah Science, Technology and Innovation Minister Datuk Yakub Khan and MCMC chairman Datuk Dr. Fadhlullah Suhaimi Abdul Malek.

According to the statement, DBKK also agreed to apply the CIPM system to improve processes as well as reduce leakages in the agency’s revenue in line with the implementation of the Sabah Maju Jaya (SMJ) Development Plan.

The system, among others, will be able to ensure that tower structures erected by service providers have the approval of the local authorities and also will be able to identify telecommunication towers that operate without a valid permit.

“The use of the CIPM system also aims to facilitate the application and approval of telecommunication infrastructure permit renewal by local authorities and telecommunication infrastructure owners in the future,” the statement read. 

It said the CIPM system can strengthen governance and the government delivery system through digital technology services and online to provide quality and effective services.

The system will also facilitate the implementation of the National Digital Network Plan (JENDELA), the statement read, adding that with accurate information on digital infrastructure in Sabah, efforts to improve services in areas with no coverage can be implemented more effectively.

With this latest development, Sabah will join Perlis, Penang, Terengganu, Pahang, Negeri Sembilan, Melaka, Perak, Kuala Lumpur, Labuan and Sarawak in using the CIPM system.
